Configure the sales tax / VAT you collect by jurisdiction. The customer's shipping country (and region when set) picks the rate at checkout. The most specific match wins — a US/CA rate beats a US-wide fallback. Leave region blank for a country-wide rate. Past orders keep the rate they were charged with.
